    Clause 8 seems a bit unspecific. When must this referendum be held? As soon as possible or when a particular initiative has fostered an Earth Constitution?

    I propose to delete this clause 8. An Earth Federation is dreaming by day light. In the light of the conflicts in and outside Europe it is pure nonsens, now and for centuries.
